Leadership
Government relations professionals with deep roots in Columbia and across South Carolina.
Ramm Majji founded Highgate Public Affairs to bring a different kind of practice to South Carolina — one built on policy depth, procurement expertise, and the discipline of data. With more than 30 years working at the intersection of technology and public institutions, Ramm advises organizations that need real standing in Columbia: clients navigating state procurement, modernizing government systems, or building durable relationships with the agencies and legislators who shape their operating environment.
His record in civic life reflects the same rigor. As a campaign strategist, Ramm applied data-driven targeting and coalition-building to win elections across Texas and South Carolina — work that demands the same precision as any complex policy engagement. He served as Director of Operations for the Yes for Frisco PAC, co-founded the Frisco ISD Forward PAC, and has led and supported numerous nonprofit organizations. As a member of a $500 million bond committee, he represented constituents directly — evaluating infrastructure investments, holding institutions accountable, and translating complex public finance decisions into outcomes that served real communities. His work with the Charleston Republican Party deepened his South Carolina roots and his understanding of how state-level politics actually moves.
At Highgate, Ramm's focus is on outcomes that last: procurement reform that opens markets to better vendors, technology policy that modernizes how state agencies operate, and legislative strategy grounded in an honest read of the chamber. Clients come to Highgate when they need a strategist who has sat on both sides of the table — and who understands that government modernization is not a technology problem. It is a policy problem.
